Portsmouth has long been a vibrant community with a rich history of political engagement. Among its notable figures is Hon. Fenella Wenham Sheppard, who has emerged as a key political leader and a staunch advocate for education and youth development. Her rise to becoming the parliamentary representative for the Portsmouth constituency and the Parliamentary Secretary in the Ministry of Education and Human Resource Development is a testament to her dedication to public service and community upliftment.

Fenella’s journey began in the heart of Portsmouth, where she grew up with a deep connection to her community. Reflecting on her early experiences, she recalls, "My interest in politics was piqued from an early age, being around political figures like the late Michael Douglas and Roosevelt ‘Rosie’ Douglas. They inspired me to think critically about leadership and community service."

Her professional journey started in education, a field she has always been passionate about. As a teacher at Portsmouth Secondary School, her alma mater, Fenella experienced firsthand the challenges and rewards of nurturing young minds. "Teaching at my alma mater was more than just a job; it was an opportunity to give back and inspire the next generation. I always believed in practical learning, whether through field trips or hands-on projects," she shared.

During her 18-year tenure as a teacher, Fenella not only focused on academic excellence but also assumed leadership roles that expanded her influence beyond the classroom. She became the first female president of the National Youth Council and served as a CARICOM Youth Ambassador. "Being a youth leader allowed me to advocate for the younger generation at a broader level. It was a platform to push for meaningful change and highlight the issues that matter most to our youth," Fenella noted.

Her involvement in various community activities and organizations showcased her versatile skill set and deep-rooted commitment to service. "I’ve always been drawn to community service," she remarked. "Whether it was disaster management, working with the Red Cross, or promoting sports through the Olympic Committee, each role has shaped my perspective and honed my leadership skills."

Fenella's transition into politics seemed like a natural progression, given her extensive background in public service and community involvement. Her political journey officially began when she was approached to consider running for office. Reflecting on this pivotal moment, she said, "Although I was politically aware, running for office was a big step. But I felt it was my duty to serve my community on a larger scale. The principles of the Dominica Labour Party aligned with my vision for Portsmouth, so I decided to take the plunge."

As the parliamentary representative for Portsmouth, Fenella brought a fresh perspective and a wealth of experience to her position. Her background in education and youth leadership provided her with a unique understanding of the community’s needs, particularly in areas like education reform and human resource development. "Education is the cornerstone of development," she emphasized. "My goal has always been to empower our youth through quality education and to create opportunities for lifelong learning."

Fenella Wenham Sheppard’s vision for Portsmouth and Dominica is rooted in empowerment and service. She believes in the power of community and the importance of creating opportunities for all, especially the youth. "My vision for Portsmouth is one of inclusivity and progress. I want to ensure that everyone, regardless of their background, has access to the resources they need to succeed," she explained.

Her commitment to education reform and human resource development reflects her dedication to building a brighter future for her constituents. "In my role, I strive to advocate for policies that not only support educational initiatives but also promote economic growth and social development. It’s about creating a holistic approach to governance," she said.

As she continues her journey in politics, Fenella remains focused on her mission to uplift her community and create lasting change. "Service is at the heart of everything I do. My mission is simple: to serve God by serving others, and to leave a positive impact on the lives of the people I represent," she concluded.
